A writ of arrest has been issued for Abdullah Kamara, former Acting Chairman of the Liberia Telecommunications Authority (LTA), and Edwina Zackpa, following a Grand Jury indictment rooted in a damning General Auditing Commission (GAC) report. The audit found both officials responsible for authorizing over US$3.5 million in questionable disbursements to TAMMA Corporation—owned by Kamara—and 231 Data Inc., with no signed contracts, procurement records, or justification for the payments.

The GAC’s investigation uncovered a pattern of financial irregularities and procedural lapses. Payments were made to TAMMA Corporation and 231 Data Inc. under the guise of digital transformation projects, but with no evidence of competitive bidding, signed contracts, or deliverables. The audit highlighted that Kamara, as CEO of TAMMA, was a signatory to the project account, raising serious conflict-of-interest concerns. Zackpa, as LTA Chair, was found to have authorized the disbursements without proper oversight or legal cover.

Kamara’s troubles extend beyond the audit. He is alleged to have crossed a recent major telecom deal, reportedly sidelining key colleagues within the LTA. This move is widely believed to have triggered the abrupt reawakening of the GAC case, as internal dissent and backlash mounted.

Despite mounting evidence and public scrutiny, Kamara has maintained a posture of defiance. He has publicly denied any wrongdoing, insisting that the controversial contract with TAMMA Corporation was awarded before his tenure as Acting Chairman and that he welcomes a full legal review. Kamara has called for a transparent investigation, emphasizing his commitment to due process and the presumption of innocence.

However, sources close to the investigation suggest that, behind the scenes, Kamara has been quietly seeking a restitution deal—hoping to repay some of the missing funds in exchange for leniency.
