MCC in Corruption Web: FIA Probes Deepening Scandal

Between January and April 2025, an internal audit uncovered the illicit withdrawal of more than L$2.16 million and US$21,000 from the accounts of the Monrovia City Corporation (MCC). The report, described by investigators as exposing a “coordinated web of fraud,” has implicated senior officials and shaken public confidence in the city’s leadership[6][7].
Engulfed in the unfolding scandal is Mayor John Charuk Siafa, once celebrated as a reform-minded administrator. What began as quiet murmurs of administrative lapses has now escalated into a full-blown crisis, prompting the Financial Intelligence Agency (FIA) to launch a sweeping probe into the MCC’s finances and personnel practices[1][2][4].
The allegations extend far beyond mere financial mismanagement. Investigators are examining claims of payroll manipulation, nepotism, and politically motivated purges. Long-serving employees—many reportedly affiliated with the opposition Congress for Democratic Change—were allegedly removed without due process and replaced by ruling Unity Party loyalists. These new hires are said to be paid through a parallel payroll funded by private businesses, while the ousted staff remain unpaid yet still listed on the official government roster[7].
The FIA has demanded complete access to internal payroll records, banking information, and staff appointment documents. Officials have made it clear that any refusal to comply will be treated as active obstruction of justice[1][4].
The controversy deepened following a viral social media post by prominent Unity Party figure Queen Johnson, who accused the mayor of shuttering his private printing business only to absorb its entire staff into the MCC. She further alleged that his daughter was appointed Revenue Director—a move widely criticized as blatant nepotism. Most explosively, Johnson claimed Siafa boasted about buying his way into office, raising unsettling questions about the integrity of political appointments in Liberia’s capital[3][6].
