Bogus Elections, Missing Funds & Illegal Accounts – Mayor Florence During Faces Heat in Brewerville

MONTSERRADO COUNTY, Liberia, Sept. 15, 2025 – Brewerville City’s mayor, Florence Parker During, is facing mounting pressure after citizens accused her of financial impropriety, abuse of office, and violations of Liberia’s local government laws in a petition issued over the weekend.
The petition, delivered in Brewerville, outside Monrovia, alleged that Mayor During unilaterally dissolved the Brewerville City Council in breach of the Local Government Law and organized what petitioners described as “bogus and illegal” council elections.
Speaking on behalf of the group, spokesperson James Johnson said they are calling on President Joseph Nyumah Boakai to suspend the mayor, citing what they termed administrative and financial malpractice at the Brewerville City Corporation.
The petitioners also urged the Liberia Anti-Corruption Commission, the General Auditing Commission, and the Internal Audit Agency to open parallel investigations into alleged violations of national public financial management laws.
According to the statement, During created an unauthorized account to receive and channel funds earmarked for the city from national government coffers. Petitioners claimed this was part of a wider syndicate involving figures on the Legislative Budget Committee and officials at the Finance and Internal Affairs ministries.
The group cited records showing Brewerville received a $100,000 transfer from the national government, with $25,000 disbursed in July 2025, in addition to roughly $50,000 in local revenue between November 2024 and August 2025. They allege that Mayor During has failed to account for these funds.
Further accusations include intimidation of city staff, irregular employment practices with workers lacking formal contracts, and unlawful deductions of social security contributions from employees not enrolled in Liberia’s national scheme.
Petitioners said the unremitted funds never reached NASSCORP, the agency responsible for social security administration.
The group pledged to seek an injunction halting the disputed council elections, which they say lack legitimacy.
Repeated attempts by Insights Liberia to obtain comment from Mayor During were unsuccessful.
The petition comes amid growing scrutiny of public officials by President Boakai, who has suspended several members of his administration over corruption in recent months.
Some Citizens believe the allegations in Brewerville could further test the government’s pledge to enforce accountability.
