Bility Warns Boakai of Lawmakers’ Plot to Abuse Budget Recast

Monrovia, Liberia – Nimba County District 7 Representative Musa Hassan Bility has issued a scathing open letter to President Joseph Nyuma Boakai, warning him not to approve a proposed recast of the 2025 National Budget, which the lawmaker says risks enabling “an economic crime” against the Liberian people.


Bility claims he has learned that the Executive intends to resubmit the budget to the National Legislature this week or early next week for revision — a move he argues would allow legislators, particularly in the House of Representatives, to “quietly refill” exhausted budgetary allocations.


“This is not fiscal responsibility. This is not public service. It is a dangerous abuse of power,” Bility wrote. He accused lawmakers of prioritising personal benefits while ordinary Liberians struggle with poverty, poor healthcare, crumbling infrastructure, and lack of basic services.


With only five months left in the fiscal year, the Nimba lawmaker said any surplus should instead be carried over to the next budget cycle and directed toward critical infrastructure, schools, hospitals, and support for farmers, rather than back into the Legislature’s own accounts.


Bility also criticised the Legislature’s “consistent refusal” to audit itself, describing any move to grant extra funds without reform or oversight as “rewarding impunity and eroding public trust.”


Calling on President Boakai to reject the recast, he urged: “The future of our country depends on leaders who can say ‘no’ when saying ‘yes’ would harm the very people they swore to serve. This is your moment to say ‘no.’”
