ArcelorMittal Liberia (AML) is dedicating a $1.4 billion iron ore concentrator plant as part of its Phase II expansion, positioning itself as a central figure in Liberia’s mining sector and the country’s largest foreign investor. However, beneath the public relations gloss and official ceremonies, AML’s two-decade presence in Liberia is marred by a persistent pattern of unfulfilled promises, underdevelopment in host communities, and questionable commitment to the broader national interest. AML’s 2005 Mineral Development Agreement (MDA) gave it control over Liberia’s largest iron ore concession, exclusive access to the country’s only operational railway, and significant influence over the Buchanan port. This legal framework was meant to guarantee infrastructure development, job creation, and community investment. In reality, AML’s performance has repeatedly fallen short: chronic underperformance, token projects rather than transformation, and a monopoly over infrastructure that has stifled competition and blocked other investors[5][11][19].
Communities in Nimba and Grand Bassa, where AML operates, remain underdeveloped. Residents report a lack of clean water, electricity, healthcare, and functional schools. The once-thriving mining town of Yekepa is now described as a shadow of its former self, with ruined infrastructure inherited from the LAMCO era[5][6][16]. AML has also been accused of failing to prioritize Liberian employment, especially in managerial roles, contrary to MDA stipulations. Many top positions are held by expatriates, while locals are relegated to low-wage, insecure jobs[5][6]. The County Social Development Fund (CSDF), intended to channel mining revenues into local projects, has been plagued by mismanagement and corruption, with little oversight from AML. Communities see few benefits from the millions supposedly allocated for their welfare[7]. Environmental and health concerns are also rampant, with AML facing fines for environmental violations, including water pollution. Residents cite deteriorating health conditions, lack of access to clean water, and increased vulnerability to disease as direct consequences of mining operations[4][6][15]. Promises to build hospitals and schools have largely gone unfulfilled, with communities left to struggle with inadequate facilities and basic services[5][16].
Comparing AML to LAMCO, the contrast is huge. LAMCO, despite its flaws, left behind robust infrastructure and a higher standard of living for workers and their families. In contrast, AML has failed to even maintain, let alone improve, what it inherited. The ruins of LAMCO’s era are a daily reminder to locals of what has been lost and not replaced[9][18]. Much of the positive coverage about AML, especially from outlets like FrontPage Africa, should be viewed critically. These stories often echo the company’s talking points, highlighting investments and job creation while downplaying or ignoring the persistent grievances of local communities and the government’s own findings of contractual violations[14][19]. This PR-driven narrative does not reflect the lived reality of those in the concession areas.
AML’s $1.4 billion concentrator plant is being celebrated as a milestone, but the underlying reality is one of exploitation, unfulfilled obligations, and deepening poverty for the communities most affected by mining. The company’s focus remains on extraction and profit, with only token gestures toward sustainable development or genuine partnership with Liberia and its people. Unless the government enforces stricter oversight, demands real accountability, and ensures that future agreements prioritize Liberian interests, the cycle of resource extraction without development will continue.
